Do I need a building permit for spray foam in Kamloops?

What R-value does the BC Building Code require for a Kamloops attic?
Kamloops is Climate Zone 5 (3450 heating degree-days). For a house without a heat-recovery ventilator, Table 9.36.2.6.-A of the BC Building Code 2024 sets ceilings below attics at RSI 8.67, about R-49 effective; with an HRV it is RSI 6.91, about R-39. Walls are RSI 3.08 and floors over unheated crawl spaces RSI 4.67. New homes are built to the Energy Step Code (Step 3 in Kamloops) instead of these tables.
Does closed-cell foam replace the poly vapour barrier?
Yes, at sufficient thickness. Subsection 9.25.4 of the BC Building Code requires a vapour barrier with a permeance not greater than 60 ng/(Pa·s·m²), and Sentence 9.25.4.2.(8) allows foamed plastic to be the vapour barrier if it is thick enough to meet that limit. Open-cell foam is far more vapour-open (one Canadian product is rated 535 ng) and still needs poly or a vapour-retarder primer on the warm side.
Is the Canada Greener Homes Loan still available for insulation?
No. As of 5 September 2026, Natural Resources Canada says funding for the Greener Homes Loan is fully committed and new applications cannot be approved; the Greener Homes Grant is closed. What is open for Kamloops: the BC Hydro and FortisBC insulation rebates ($0.02 to $0.09 per square foot per R-value added, up to $900 to $1,200 per area), the income-qualified Energy Savings Program, and the City's free Retrofit Assist service.
Does foam in a crawl space or shop have to be covered?
Article 9.10.17.10 of the BC Building Code requires foam in a wall or ceiling assembly to be protected from adjacent space by an interior finish, qualifying sheet metal, or a thermal barrier, but exempts foam facing concealed attic, roof, crawl space, wall and ceiling spaces. A closed crawl space is generally covered by the exemption; a heated shop, garage or basement where the foam stays exposed needs drywall or a rated coating, and the quote should include it.
